From 6th April 2026, a significant change is coming to how agencies work with associates (contractors) and umbrella companies – Joint & Several Liability (JSL).
The UK Finance Bill 2026 includes JSL legislation which will fundamentally shift responsibility for tax compliance across the supply chain.

What is Joint & Several Liability?
Joint & Several Liability means that from April 2026, Flint TS becomes jointly and severally liable for the correct payment of tax by our associates who are engaged via umbrella companies.
In practical terms, if an umbrella company fails to make appropriate tax deductions and payments to HMRC – whether intentionally or through business failure – the responsibility falls to us as the agency.
This isn’t just a technical change in tax law. It’s a fundamental shift in accountability that directly impacts agencies, associates, and ultimately, our customers.

Real-Time Monitoring
We’re implementing third-party payslip auditing services that provide real-time oversight of umbrella company payments. This means we can verify that tax deductions and payments to HMRC are being made correctly, protecting everyone in the supply chain.
Ongoing Oversight
Our internal working party isn’t dissolving after April 2026 – this is now a permanent part of how we operate. We’ll continue to:
- Monitor regulatory changes and guidance
- Review our umbrella partnerships regularly
- Audit associate engagements for compliance
- Work with our third-party auditors to reconcile data whilst protecting associate privacy
